Can't fdisk primary drive

I wanted to uninstall and reinstall 98 but when I fdisk the primary I get a message:

'Could not change partition, because the disk could not be locked"

How do I fix this problem?

i have a utility that can wipe your partition here. no matter what it is. e-mail me and i'll send it. then you can re-create the partition and format; re-load win98.
