Cd driver installation

My friend has had problems with his computer and so we decided the best thing to do is to format his hard drive and install win95A all over again.Our problem is that the computer doesn't see the cd rom.Is there somebody that can guide us through the process of installing the driver for the cd rom.I've formated my hard drive several times but have never come across this problem could it be that win98 does everything it's self.
Your help would be much appreciated.

i'm trying to install some software but it says" the installation package cannot be installed by the windows installer service. you must install a windows service pack that contains a newer version of the windows installer service".

so i went to the microsoft website to download a newer version of the windows installer service and this message came up"the update is not designed for this version of windows".
