"Tweaking" crap files in XP

So IS there a way - in XP - to delete temp files, cookies, etc. on startup as described in the "Tweaking" article, given that DELTREE and DOS and index.dat and autexec.bat are nonoptions in this system? (Man, talk about orchestrated codependence, MS is determined to camouflage and delete anything we can tinker with). Figured I'd best start a new string on this one.

I have always used 3rd party software to clean up XP such as Ontrack System Suite.
