Only thing I can think of is that you could have a program working in the background doing tasks that take up memory and leave your mouse temporarily frozen. Try pressing ctrl+alt+del to see what program (if any) is using memory.

Mouse is not detected at the boot-up, therefore computer has no mouse function.

what kind of mouse? we could use a little more info.
depending on what kind, there are different things to look for.
ps/2 mouse - be sure no other device is using irq 12

serial mouse- be sure no other device is using the same irq as the com port your mouse is using ( com 1 ?) and check in bios to see that com 1 or onboard uart 1 ( or what ever com port your mouse is on ) is enabled. set it either to enabled or the specific irq and i/o range that works ( is available )for your pc.

when your pc boots into windows you can use the keyboard "tab" "alt" "enter" and " arrow" keys to move around without your mouse to gather info.

you can go into safemode and delete references to mouse and reboot to see if it gets re-detected

or maybe the mouse is shot. have you tried it on another pc to see if it's detected, to rule out that possibility.

some places to start
hope it helps
