Sound problem..please help

Hello..I have been having a strange problem with my sound. If I play a video there is static, if I play an mp3 there is no static except for when I open or close another program then there is a static sound but just for an instant...it's almost like when the processor is busy I get some static..sounds like a helicopter. I have a AMD 1GHz with 196M memory and a Sound Blaster PCI512 sound card. Please help if you can. Thanks

other components give off background noise. have to determine if it's a power cord nearby, or something inside. i just added another stick of ram, totalling 512, and some of my skipping went away from playing dvd's. i have onboard sound though, and only a modem, nic, and the agp card installed. i'd check connections first, it usually lies there most the time.
