Computer shuts off on it's own

When running basic funtions such as internet or any other program the computer will stop running. Fans are on, moniter shuts off mouse and keyboard don't work. The only way to restart the computer is to unplug it from the wall. Any suggestions? It is a home built machine running windows mel. with 192mgs of Ram. Thanks!

can you list the hardware you have? version of IE? (that is if you're running IE) and the video driver you're using.
