PB model pm 7745 16x ide set on Q
CD rom will not respond and appears not to be reading.

Is the drive being detected and showing up in device manager? Are there any problems showing in device manager?

and did you try booting with a bootfloppy that has cd drive support to see if you can access the cd drive from DOS?
