CD-RW not working

I recently move my computer and had to disconnect my external CD-RW. When I plugged it back into the USB the computer would not recognise the drive. I have re formatted the drive and put everything back on but it still will not recognise the drive. I am working on an IBM running windows 98.

Make sure you have power to the CDRW first than check the USB ports are properly detected by win98 in device manager.
