I DOWNLOADED A PROGRAM ONLY TO FIND IT HAS BEEN SAVED IN mp3 FORMAT . I NEED TO KNOW HOW TO RUN IT , IF IT IS POSSIBLE .

Try changing the extension to .exe or .zip etc. Usually, it's mp3 files that people are changing the extension to so they aren't discovered on their server., but worth a try.
