Windows Installer Service?

I am trying to load some software for my PocketPC from my laptop PC. I run WIN98 and I already have INternet 5.5 installed, so I think that I should also have the service pack installed. When I try to run the setup for the program, it closes down with a message saying that I do not have the most current version of Windows Installer Service and I cannot install my software until I update it.
I have tried to get the download off of the Microsoft site, but I cannot find the proper download. Any ideas? Should I download the Service Pack 2 from the update site?

that's the one, if you want to install that. download and run the program, then try it.
