W2K shutdown problems

Would anyone have an idea why my friend's Quantex computer (certainly LOOKS 100% ATX) wouldn't shutdown when you tell it to? It shut itself down OK under Win98.. but now that we've done a 100% "clean", native install of W2K, it won't shutdown fully... just says "Ok to shut your computer down, now...". ..doesn't "power off".
Weird...
