When I delete folders or files that are typically >20MB size, system slows to a crawl. If a window is dragged, it leaves trails. Can take several minutes to recover. But even though the desktop redraws, even a simple act like creating a text file with a right click triggers the crawl. Only recourse is to reboot. Otherwise, everything functions as expected. I built a completely new system with only win98SE on it, no extra boards or drivers and it shows same behaviour. Anyone else see this, better yet anyone got an answer? I found nothing on the web.

Tell us more about your system. Such as hard drive size and amount used, amount of memory, and cpu speed.
With what little info you gave, my first guess would be lack of memory.
