I use "system properties/hardware/device manager/network adapters/general/device usage" to disable my cable modem when I'm not around. Does anyone know a shortcut or command line I can use? Thanks for your time.

If you use a network card go into control panel, network connections and open the network card properties check the box thats show icon in notification area when connected. This will give you access to it from the task bar. From there you can right click to disable it. In order to re-enable you will have to go back into control panel network connections.
