I want to build a boot disk that sets up a ramdrive. Move the continence on the floppy to the ramdrive and turn control over to the Ramdrive so I can remove the floppy drive.

Not sure what OS you're using, but this sounds
like a DOS trick:-)
Try copying COMMAND.COM, IO.SYS and MSDOS.SYS
to RD with COMSPEC=[drive:]^#92;COMMAND.COM /P in
AUTOEXEC.BAT. Fails on my XT, but I'm told this
is the recipe

Hmmm... that's odd. Does anyone else see
"ctrl # 92"
instead of a back slash in that post?

go there, 1 tells you what files are supposed to be on it, and the other tells you how to make one.
