I have an AST Ascentia 910n, 486 4/75, 12MB ram, using PS/2 mouse drivers for the built-in pointing device, Western Digital Video Adapter. While running Windows98 the pointer device sometimes fails to respond at all, sometime responds very slowly. I am suspicious of the CPU speed, as memory use leaves a good percentage of resources free. What to do?

your probably right to be supicious because a 486 doesn't run windows 98 very well at all. Neither will 12 meg of ram. Now it will run it but you'll get the results your having now. I would definately go back to win95 or update the computer.
