memory discrepency

I have inherited a 466dx2 66mhz computer which I am trying to set up for my son. The problem is, the bios says I have 640k of conventional memory which I expect.
When I run DOS 6.2 Mem.exe it shows I have 636k of conventional memory. I am getting memory error messages when trying to run various programs, both in Windows 3.1 and Dos 6.2. I have reformatted the hard drive with the /u switch and reinstalled Dos 6.2 only
and still get the same 636k of conventional memory.
The motherboard in this system is a Genoa 486 vgl-x2 (ver.a). The bios is an Award Modular Bios v4.05g. Any suggestions would be greatly appreciated.
