I have run into a problem from time-to-time that drives
me "NUTS" When dialing into an ISP, it will display
"logging into network" and sets there for ever (it seems)
then at other times it connects quickly!!!

I know what you thinking, it's the ISP, well the same
thing happens when I dail into out NT RAS Server at the
office, and it DOES require a log in with Client 32...

Yes, I have unchecked "Log into Network" but that doesn't
always seem to work! I'm guessing there is a setting
in the Registry that can manually be changed so that
it connects fast all the time...any takers????

Well, the only thing I can suggest, is to uncheck a few options in your network settings, such as NetBUEI, IPX, erm, disable IP Headers ... that should help a little ... other then that I have no suggestions other then to try another modem.
