What kind of network do I need?

I have two computers running windows xp and two computers running windows 98. I need to network at least three of them together.

There are a few things I need, however.
1. A person can login from any computer and have all their information right there.
2. A log of every download. (i.e. who downloaded it and what file they downloaded.)
3. Restricted access to another person’s files and restricted access to making changes of the computer or network.

The network should be similar to what a big high school would have but with less computers. I believe that I will have to set up a file server, but I am really not sure. I have never done anything like this before. What kind of network do I need to set up and how do I do it? I assume that I will need to buy software, so what software will I have to buy? Thanks for your time.
