Warm boot ok, cold boot NOT

My pc boots cold and fails to auto detect HDD, after post completes, and asks for "insert floppy and press any key" {ctrl}{alt}{delete} to re-boot, and detects HDD everytime. All other bios (date/time etc.) intact. Just can't find hard drive from cold start... ???

If this is a new drive have it tested.
Some older hard drives take a little longer to spinup, check CMOS for an IDE detect delay setting and increase it.
