I have Pentium 4 that won't cold start - no POST, no output to screen, nothing. Pressing the Reset button restarts the machine and it POSTs and boots OK.

I've replaced the CMOS battery and tested the machine with another PSU. Still same problems.

Although I know this is unlikely to be a cure, I've also removed and replaced the memory, graphics card and PCI cards.

Looks like either the processor or the motherboard. Anyone confirm this (or come up with something else).

Mainboard bad V-regulators can cause it. On initial power up the voltages can't stabilize Pre-POST.
On reset the voltages have stabilized so POST can occur, I have seen this happen when CDROM drives go bad and drag down the 12V rail as well, so rule out Peripherals first.
