My friend is having a problem with his computer so that when we plug in a keyboard, the computer makes a strange buzzing kind of sound and the keyboard won't work and if we disconnect the keyboard it goes quiet again. We have tried many keyboards and all seem to result in the same thing. Any suggestions as to what the problem could be?

Have you tried a USB keyboard? Sounds like your PS2 port is non-functional.
